The file is named Messages.properties. There is a copy of it placed in [DSpace]/config, but there is another in the webapp itself which the webapp. uses, so it's best to edit the source, rebuild, and update your installation. You need to add that key and a value -- seeing the key on the UI means that there is no definition for it in Messages.properties.
