I have set webui.submit.enable-cc to true in my
DSpace 1.3.1 Installation. It just does not work.
Did I miss something?

The Details:
We are using the digital peer publishing license
since the beginning. Now, a new effort to build
up more content in our repository starts. We
want to provide submitters with the ability to
choose a CC License for their items.

The ddpl we use so far ist just a local file.
After setting webui.submit.enable-cc to true
in the installation folder, I started a new
submission in our test environment. There was
no choice offered for the license. After fil-
ling in all steps regarding metadata and de-
scription, I got the dppl in the final screen
before publishing.

I also set the value in the source folder, did
an "ant update", restarted tomcat, but the same
thing as described above happened.

I was not completely sure from the Installation
guide, whether I have to set the http.proxy.host
and http.proxy.port. However, when logged in to
my server I can reach other servers doing some-
thing like "telnet domain.com 80". Creative
Commons closes the connection too fast to request
a whole page manually, but it works with other
hosts. So I guess, I do not need to set up squid
on my own machine to fulfil this requirement.
