Hi Panyarak, It is possible to run with Tomcat security turned on, you just need to set up the correct security options in catalina.policy. If you are just running Dspace on your machine, you are probably safe to turn off the security.
If you want to have the security option turned on, you will need to allow Tomcat to have access to the files where you have DSpace installed as Tomcat needs to write files to the asset store, write log files, read configuration files etc. The following link should help: http://books.google.co.nz/books?id=bgMKmsXVbTAC&pg=PA36 So if you have Dspace installed in say /dspace/ then make sure you configure tomcat to be able to read and write to all the files in there.
