I'm sorry to say that you'll be unable to proceed until Maven can download all the bits that it wants. All I can think of to do about it is to keep trying at intervals until it succeeds. The first time you run Maven it pulls down scores of files from the repository, and the first time you run it over a given project it may pull dozens more.
