Yes, but it would have to be done by editing the user interface and search
code. It is not a configurable option that can be enabled 'out of the box'.

Again, not possible out of the box, but a competent Java programmer could
add this facility in to DSpace.

It could also be achieved by making sure that you structure your collections
and communities well, so that any communities that you may wish to search
together are grouped under the same parent community which is searchable.
