If you log in as an administrator (you have to create the first  
administrator by running "dsrun.bat  
org.dspace.administer.CreateAdministrator" and following the prompts)  
then the 'Administer' link will appear at the bottom of the left hand  
menu bar.

Instead of using the link, you can visit 
http://your-dspace.com/jspui/dspace-admin 
  (adjust URL as appropriate).

There are some training materials hosted outside of the dspace.org  
website at http://hdl.handle.net/2160/615 which you might find useful.
