Hello Claudia, I changed all known formats to internal and I left only pdf format available to submits. Only unknown files could be sent, but the editor can reject the submission if it is not a supported file.

You can mark formats as internal. Internal formats can not be submitted (only the admin can add bitstreams with internal formats to an item) and they are not visible to the non-admin user.
