Since jxl is known to the Maven repository, why not just make it a dependency in the appropriate pom.xml:

<artifactId>jxl</artifactId>
<version>2.4.2</version>
</dependency>
Maven will fetch it if it needs to, and you won't have to place it
anywhere.
