maybe a more technical person could correct me, but the restrictions are
related to viewing of the item pages, it's not a more general usage
restriction on the information.

All the submitted items, regardless of the restrictions on their
collections, will be added to the browse and search indexes. If you want to
exclude certain items from browse or search, you will need to implement
modifications on how DSpace builds the search and browse indexes. This can't
be configured out of the box.
