Kevin, Unfortunately, in both the JSPUI and the XMLUI, the CC License and the Default License are part of the same step and therefore cannot be reordered. This is basically a mistake in how this step was implemented initially, and we really should be looking to separate these into two different steps (a CC License step and a normal license step).
