We are also working on this issue of Arabic localisation, and would
welcome discussion with anyone who has solved this or partially
implemented, as well as those looking to implement this. Also for other
non latin character repositories, such as Cyrillic/Russian, and Chinese.

If you search the archives of the DSpace mailing lists, you will find
several other sites which are interested in, or working on, Arabic
localization of DSpace.  There's also the work done at EIAH to localize
DSpace for Farsi, which is of course not the same but faces similar
issues.
