Both of these points do have some overlap. But there are differences. Point 4, "how you propose to do it", would provide general details on the technologies or APIs that you are proposing to use. It may also provide general details on which DSpace user interface(s) your project would work with, etc. So, point #4 is more about what technologies you plan to use, and generally how you'd propose to implement your project. Point 5 gives details on the proposed schedule/timeline for implementing your project.
