Sorry Alvin, that was a little misleading. This actual Documentation is old/stale. There is not an install configs script in DSpace 1.5.0 or greater now. If you alter your [dspace]/config/dspace.cfg directly your not needing to do install-configs, which was an older script from 1.4 when configuration customizations where maintained separately from the config directory.
