See,

It sounds like there is an external issue at work here.  Have you tried the 
process in another environment to see if you can get it to work?  If you have 
access to another machine/operating system to test the process on, it might 
point to the problem.  Also, since it sounds like a strange network problem, if 
you can try it on another network, perhaps you'll find out it's particular to 
being behind your proxy or some such.
