I was able to reproduce your problem by removing my messages.xml file. So you're probably missing it or as Jason suggests it DSpace may not have permissions to access it. The file should be located in /dspace/webapps/xmlui/i18n/messages.xml (assuming /dspace is your DSpace installation directory).
