For me, the link is available. Maybe it was temporarily unavailable, in that case try again now. Other reason may be that your firewall is blocking it. In case you need to use a proxy to access network, check your proxy settings in /etc/maven2/settings.xml. Otherwise contact your network administrator and tell him you cannot download that file.
