Hello Donna, yes this is an issue with the jspui (best file a JIRA report) the description is only displayed if > 1 bitstreams belong to an item, see: org.dspace.app.webui.jsptag.ItemTag.java listBitstreams()
The bitstreams counted at this point are all the bitstreams (ORIGINAL, THUMBNAIL, LICENSE ...). So in your example http://ir.canterbury.ac.nz/handle/10092/4288 you got no License for the item nor any other additional bitstreams like extracted text. You might want to check for the licenses in these cases at your instance.
