First off -- I'm not a lawyer. I need say that before answering this sort
of question. :) So, what follows is my general understanding of the code
license.
When you develop a 3rd party extension, you can choose to release your own
code under your own license (assuming your extension is not re-distributing
existing DSpace code). However, if you want your extension to eventually
become a part of out-of-the-box DSpace, it would eventually need to use the
same license as all other DSpace code. But, if that is not a concern of
yours, than you really can choose whatever license you want for your own
code.
*However*, as the license says explicitly, you cannot change the license of
existing DSpace source code. So, you cannot redistribute any existing code
under a different license, but you *can* redistribute it assuming it is
using the same license.
