As far as I know, with the current versions of DSpace this is not easy to 
accomplish without having to write some code somewhere.

When it is released at the end of the year, DSpace version 1.7 will offer a 
much improved system for managing AIPs, part of which improves the handling of 
METS files, and in particular it comes with a LicenseStreamIngestionCrosswalk 
which should allow licenses to be easily embedded in rightsMD sections of the 
SWORD mets.xml file, and this can be used to generate the license bitstream.
