Notice that the error refers to *internal* permissions. A PDF contains metadata which can specify that text should not be extracted (or that the document not be printable, not permit annotation, etc.) This has no connection with filesystem permissions; it's inside the PDF. A conforming PDF implementation will not let you perform operations forbidden by the document's creator without supplying the "owner password", and there isn't any way for the bulk text extractor to supply one. -- Mark H.
