If nothing happens (blank screen) when you go to localhost:8080/solr or
HOSTNAME:8080/solr then I would check that /dspace/solr has the proper
permissions. You can also check your tomcat/apache/proxy/webapps settings
that /solr is an allowed webapp with traffic passing through.
If your getting 403 Forbidden, thats due to a LocalHostRestrictionFilter --
