No, currently the challenge is that the config directory itself gets the
individual file backups within it "merged", we should have probably taken
the same approach as we did with the webapps, bin, and lib directories and
moved config to a new backup directory and copied all the new config into
place. Then it would be a matter of removing the directories and renaming
the last backup to be the configured directories.
you'd need to walk through the config dir and determine, based on your
build, which files had either been overwritten or updated via the *.old or
*.new suffixes.
