Hello. Try replacing the word "localhost" in your dspace.cfg:
# URL for connecting to database
db.url = jdbc:postgresql://localhost:5432/dspace
with your servers' name or whatever value you placed in your dspace.hostname
eg.
# URL for connecting to database
db.url = jdbc:postgresql://my.org:5432/dspace
