With help and encouragement from Bram, I found the problem that was causing
the placeholder email for site admin that appears on the contacts page in
xmlui to remain after I had changed it to the proper contact and the contact
form (which just sends an email, really) was working properly.
It wasn't /dspace/conf/dspace.cfg. it was a cocoon cache file that needed
purging. # locate cocoon-ehcache.data. The one in /var/cache/tomcat6/.. was
the culprit. Renamed that, restarted tomcat.. "Bang!" the page displayed
properly.
