We have noticed that, if you activate a System-wide Alert (with no countdown 
timer) from the administrative Control Panel and then stop and restart Tomcat, 
when the XMLUI DSpace web app comes back up, the System-wide Alert is no longer 
active.  We're curious whether this is expected behavior or whether the Alert 
should remain activated even through a Tomcat restart until we explicitly 
deactivate it.  We use the System-wide Alert functionality to announce 
scheduled downtime, sometimes days in advance, and it appears that, if there is 
an unscheduled restart in the meantime, our announcement is deactivated.  Not a 
big deal, just curious.  Thanks.
