That URL doesn't look like it will work. You need to url encode the
parameters.
i.e. you have http:// in there twice. The second occurrence needs to be
converted into: ?href=http%3A%2F%2F
http://www.w3schools.com/tags/ref_urlencode.asp
As far as where to put it in XMLUI, I suggest brushing up on XMLUI and XSLT.
