Hi Art,

You can change a setting in [dspace-src]/dspace/config/dspace.cfg to allow 
submission without uploading files.  Change

webui.submit.upload.required = true

to 

webui.submit.upload.required = false

I'm hoping that's what you want.  If you want the web page you're referencing 
to be archived, that's a whole different topic.  (It can be done, but not as 
easily as providing the URL for the page.)
