You have to change the policy individually on the items. Every item from now on 
will get the policies you just gave to the collection.  Changing the 
collection's resource policy only affects future items to be submitted to the 
collection, not items already in the collection.  That makes sense because you 
could have a collection with items that have different policies and you would 
not want to change all the policies at once for all the items already in the 
collection - in most cases.
