The Jira connector for NetBeans is part of NetBeans.  I just opened up
NB, asked for issue lookup, selected Duraspace, requested DS-921 and
there it is.  I haven't yet tried to report a new issue through NB but
it is right there on the Team menu below Find Issues.

I started out several years ago using Eclipse with DSpace.  I got
tired of watching it churn away for minutes at a time reorganizing
itself while I waited for it to become responsive again, and switched
to NB.  So far I'm fairly happy with that decision.  Especially after
the Maven IDE integration folks ripped out most of their popular
features and told the community to wait for each IDE to reintegrate
itself using their shiny new platform (which will probably make things
much better when the work is done, but...art is long and life is
short.)
