Matt, our proof-of-concept repository is running DSpace v1.7.2.  I just set
our controlled vocabulary field "choices.closed.dc.subject=true" and
restarted DSpace, then tried to submit an item.  Just as you're seeing, I
was able to type a bogus value for the subject field and DSpace allowed me
to add it.

I also tried this in JSPUI and observed the same behavior.

Perhaps you'd like to file a JIRA ticket on this issue?  Unfortunately we
are not pursuing further work on our repository and I won't be in this job
much longer.
