When you say read only do you mean that no one is able to submit or edit new items? Or do you mean that no one should be able to just edit items?
I have never tried that before but if you want to just disallow submissions you can change permissions for anonymous and authenticated to deny 'add.' If you need to simply prevent the editing of items this can be done via group permissions as well. It would be helpful for people to know what version you are using, what environment you are in, and more detail on what you are trying to accomplish. Hope this helps!
