I think you'd have to alter DSpace to do this. I don't believe that the confirmation can be configured off. There is a reason for this. Please consider that putting up such a wide-open registration system, with no verification that the user controls the email address he specified, might be considered unfriendly by the rest of the 'net. DSpace user accounts can be set to send email whenever an item is added to a collection. Removing the email confirmation loop would allow anyone in the world to sign up anyone else for potentially unwanted and annoying emails that he cannot stop.
