Dear Rahul,
it's likely that you edited the wrong dspace.cfg file ("dspace" is the
default password). When you run "ant fresh_install" or "ant update",
the [dspace]/config/dspace.cfg is replaced by
[dspace-src]/dspace/config/dspace.cfg
