Hello Mark,
I’ve put the new class into the dspace-api module in the same package where the
default actions for the xmlworkflow are. Shouldn’t it be included in the
CLASSPATH if it resides in an already existing package of the dspace-api?!?
I’ ll try to examine the build process, maybe there is something wrong…

In which module are you making the new class? it's not getting onto the
CLASSPATH for your build.
