If you want to restrict access to bistreams, you can assign your users who should have access into a group and then add the READ right for this group to each bitstream and remove the READ right for the "anonymous" group. OTOH, if you want to let users browsing via the DSpace interface view items, but not users who get direct links, this is not possible.
