That error means it tried to connect to the database with the login and password you provided, but it failed.
Did you create the database in Step 4 by these two commands run as root? createuser -U postgres -d -A -P dspace createdb -U dspace -E UNICODE dspace The second command prompted you for password, did you enter "d00", the same value you configured in dspace.cfg?
