Thanks, Helix.  It turns out I had a simple error in xmlui.xconf.  I
was using "regex" instead of "handle" to apply a sub-theme to item 93.
 It looks like regex was being greedy, and applied the theme to 93*,
so items up to 929 were fine, while items after 930 were broken.  The
problem had nothing to do with leap day, it just happens that item 930
was created on Feb. 29.  There were no errors in any of my logs, and I
only ended up spotting the problem when I noticed extra CSS files in
the page source.
