Hi David,

You'll need to create the missing folder.  It needs that structure to properly 
overlay (or, in the case of a new theme, include it with the default themes.)

It's best to put as much of your code in the [dspace-source]/dspace/modules... 
directory as possible.  That way, when it comes time to migrate to a new 
machine/version, it's all in one place.  (I can attest that it'll save time and 
hair-pulling.)
