Right. You should file a Jira ticket - maybe there won't be a solution
in DSpace, but at least we might get some feedback.

There are actually two issues at work here - one is that you're
reusing LDAP "netids" (we have the same problem), the other one is
that LDAP netid is what binds an eperson with an LDAP account
(therefore when LDAP netid is reused, another person "becomes" the old
eperson).

The only real solution I'm coming up with is to stop using DNs as
netids (id_field in authentication-ldap.cfg) and use another LDAP
attribute containing a user identifier which is unique in time.
