Hi Lewatle,

this is really not a DSpace-specific question and there are simply too many 
answers for me to answer adequately unless you specify your particular needs.

If you want a locally hosted service, take a look at Nagios, Zabbix, PRTG et 
al. If you don't require such complex monitoring, even a simple ping script 
will do.
If you want an online service, just search for "online availability monitoring" 
or some such, which will offer you services like monitor.us, which are hosted 
on other servers.
