You didn't understand correctly. You don't have to rebuild DSpace after changing [dspace]/config/dspace.cfg. You have to rebuild only if you change [dspace-src]/dspace/config/dspace.cfg (or anything else in [dspace-src]). After changing [dspace]/config/dspace.cfg, you only need to restart Tomcat.
