I solved this issue by adding this configuration option to [dspace]/config/modules/oai.cfg: harvester.rejectedHandlePrefix = 10803 Also note that harvester.rejectedHandlePrefix = 123456789, myTestHandle, 10803 didn't work for me, there must be some problem with splitting individual values. So I was able to successfuly harvest a collection from that repository in DSpace 1.8.2.
