We have a harvesting partner that require us to put a value inside the SetSpec-tag, different from the handle number which is normally in the SetSpec-tag in the item header. As the harvester will use the first SetSpec value it finds, a way to "solve" this would be to output their required SetSpec-tag before the original SetSpec-tag with the handle number. Changing the OAI-PMH headers is not advisable, one could degenerate into an invalid OAI interface.
