Kevin,
I set this in a <Directory> element for the htdocs path.
I using AJP to mount the Dspace paths xmlui,solr etc as I will be using
load balancing and file over to multiple Tomcat instances.
Should the ShibUseHeaders directive be put in a <Location> element that
specifies one of the mapped paths e.g. xmlui to force the headers or somewhere
else (I am using lazy sessions).
