That's not the official DSpace download page, we can't help you with that (although you may contact them at http://spmlib.pdpu.ac.in:8080/xmlui/contact ). You can download DSpace 1.8.2 from dspace.org and all other software (tomcat, maven, postgres, ant) from their respective official websites.
