how large, in terms of filesize, are your datasets? Would they be so big
that they form a challenge for traditional file storage?

In any case, following options might be relevant for you:

- Bulk metadata upload through CSV's:

While this will be perfect for your metadata, the downside is that it
currently doesn't offer a way to automatically add your files.

Cambridge has a similar free tool that was able to do this, but it was
originally designed for DSpace 1.5.x, so be careful:
http://tools.dspace.cam.ac.uk/metadatamapper/

- Importing and exporting via simple archive format
https://wiki.duraspace.org/display/DSDOC18/Importing+and+Exporting+Items+via+Simple+Archive+Format

This entails that you will need to transform your metadata and files into a
specific folder structure, with your metadata contained in XML files. If
your metadata is currently in CSV, you'll have some XSLT transformation
work to do, but at least this offers support for adding the files as well.
