It's really up to you how you structure your XSL customizations (read: your templates in stylesheets). In general, the only thing to pay attention to is whether you're importing or including the xsl file containing the original template because it afects template priorities. But in this case, there's no pre-existing template, so it doesn't matter at all where you define it. An API - it doesn't make sense in this context. There are no function calls involved.
