Jose, That content is generated from the Creative Commons REST API. If you look at the Creative Commons site, they've simplified their license selection process down to those two questions: http://creativecommons.org/choose/
So, the short answer is that the two questions you are seeing are the result of the content generated by the Creative Commons REST API (http://api.creativecommons.org/docs/readme_15.html).
