-t COLLECTION -i [ID or Handle of the collection] -d [path for the output] -n [number to start counting with] Are you sure you got the proper ID or Handle of the collection specified? Note this works for collections not communities. One other thing, in order to upgrade your instance to a new version, is it not necessary to migrate the data, just follow the upgrade steps in the documentation.
