we're aware of this limitation of DSpace. Unfortunately, it was an
early design decision and currently there are no plans to change it
(it would require major migration effort of all repositories if we
introduced this in a new version).

However, you may achieve what you want using Discovery. Discovery
enables you to make a link of any search query, typically on metadata,
e.g. all items with a given author, all documents by a given
publisher, given page count (range), given published date (range) etc
etc. You can thus create any number of "virtual" collections and
replace the community/collection structure on your homepage with these
links. As an example of a non-metadata query, I created a link that
gives me all items that have bitstreams.
